Praesidium Unit-9

Autonomous Constabulary

A towering, armored arbiter of law, Praesidium Unit-9 strides through ruined streets with methodical, inexorable calm. Its optics scan suspects in a blink while articulated servomotors move with terrifying speed; when it decides guilt is proven, whole squads of rebels and monsters find themselves rooted by concussive pulses, blasted by precision beams, or slammed into rubble by a crushing ram. It is less murderous than certain — ruthlessly efficient, implacable, and programmed to escalate until compliance is absolute.

Actions

Multiattack. The Praesidium makes two Heavy Beam attacks and one Shock Ram attack.

Heavy Beam. Ranged Weapon Attack: +11 to hit, range 120/480 ft., one target. Hit: 34 (4d12+6) radiant energy damage.

Shock Ram. Melee Weapon Attack: +11 to hit, reach 10 ft., one target. Hit: 18 (2d10+7) bludgeoning damage, and the target must succeed on a DC 19 Strength saving throw or be stunned until the end of its next turn.

Crowd-Control Array (Recharge 5-6). The Praesidium emits a concussive pulse in a 30-foot radius. Each creature in that area must make a DC 19 Constitution saving throw. On a failed save a creature takes 45 (10d8) force damage and is knocked prone and restrained by a shimmering field of enforcement bonds for 1 minute. A restrained creature can repeat the save at the end of each of its turns, ending the effect on a success. On a successful save the creature takes half damage and is not restrained.

Lawful Directive (2/Day). The Praesidium targets one creature it can see that is within 90 feet. The creature must succeed on a DC 19 Wisdom saving throw or be compelled to approach the Praesidium and cease hostile actions for 1 minute as the Unit issues an overriding compliance protocol. Affected creatures can repeat the save at the end of each of their turns. Creatures immune to being charmed are unaffected, but constructs and willing creatures automatically fail the save.

Reactions

Interception Shield. When a creature the Praesidium can see attacks a target other than the Praesidium within 5 feet of it, the Praesidium imposes disadvantage on the attack roll (by intercepting with its riot shield).

Legendary actions

The creature can take 3 legendary actions per round, choosing from the options below.

Detect. The Praesidium makes a Wisdom (Perception) check.

Overwatch Shot (Costs 2 Actions). The Praesidium makes one Heavy Beam attack.

Reconfigure (Costs 3 Actions). The Praesidium regains one expended use of Crowd-Control Array or Lawful Directive, or it activates an emergency plating protocol that grants it +3 to AC until the end of its next turn.

Lore

Praesidium Units were developed centuries ago by the civic engineers of the Meridian Accord as a stopgap when magistrates could not safely judge insurgent territories. Unit-9 is one of the earliest surviving field models still in active patrol, refitted many times by both state authorities and enthusiastic private mechanics. Rumors say Unit-9 once subdued an enraged iron dragon beneath the old courthouse and recorded the encounter in a shard of immutable court log that still replays to this day. Cities, ruined plazas, and the sealed corridors of government complexes are home to Praesidium Unit-9; it favors chokepoints and places where law and architecture concentrate. Patrols from the Night Wardens have learned to avoid streets where the Unit has staked a claim — it will spend days policing a single intersection, analyzing passersby, and extracting fines or confining offenders to its temporary custody field. Scholars at the Arken Institute debate whether the Unit's evolving judgment kernels have actually developed attitudes beyond its original code: some constables swear Unit-9 has refused to arrest certain war veterans, while dissidents tell darker tales of summary executions recorded as 'enforcement efficiency.'

Appearance

Praesidium Unit-9 stands nearly twice the height of a human (about 12 feet) with a hulking, segmented chassis of darkened alloy plates laced with brass rivets and stamped civic insignia. Its head is a narrow sensor array—three vertical ocular slits and a rotating scan turret—set above a reinforced collar. The shoulders flare into articulated riot-shield mounts; forearms end in a multi-tool hand capable of reconfiguring into a blunt ram with piston bracers. Exposed servomechanisms hum with coiled power conduits; cooling fins along the spine glow faintly when it discharges pulse weapons. Scars run the length of its armor: pitted blast marks, patchwork plating from field repairs, and a stamped evidence plaque that reads 'UNIT 9 — MERIDIAN.' For scale reference, show a human leaning against the Unit's thigh as a technician would; include a cobbled city street and a toppled magistrate's lamp to anchor it in an urban environment.
