Quaybinder
River Drake Taxman
The Quaybinder is a squat, water-slick drake that presides over river tolls with the grim patience of a customs official and the hunger of a predator. It circles barges with a rat-tail flick and a voice like a bell hammered under water, insisting on coin with a glare that chills even hardened skippers. When refused, the drake becomes a swift and cunning tormentor, nipping rudders, puncturing cargo nets and singling out the crewman who held back the payment—rarely striking to kill, but always to take what it believes is owed.

Multiattack. The Quaybinder makes two attacks: one Claw and one Bite.
Claw. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d6+3) slashing damage.
Bite. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 8 (1d8+3) piercing damage. If the target is a creature of Small size or larger, it must succeed on a DC 11 Wisdom saving throw or be frightened of the Quaybinder until the end of its next turn and drop one object it is holding (DM adjudicates whether that object is coinage or cargo).
Quaybinders are river dragons adapted to life among trade routes and wharves. Folktales say a single drake once learned to mimic the ledger-keeping of a drowned tax collector and, over generations, its descendants adopted the ritual of toll-taking: a drake stakes a stretch of river, issues a challenge to passing vessels, and enforces payment with teeth and law. Bargemen tell of a carved post tied with the drake's scales that marks its claim; to damage the post invites a fury far worse than a coinless crossing. Merchants' guilds and keelwrights have long been forced into uneasy pacts with Quaybinders. The Guild of Keelwrights of Halverford keeps a ledger of customary tolls and pays emissaries to ply the drakes with salted fish and trinkets when coin is scarce. Scholars such as Maeric Solen of the River Archives argue that Quaybinders enforce a crude ecological balance—limiting traffic to prevent overfishing and rafts that would otherwise ruin fragile banks. Raiders and smugglers, however, speak only of stealthy nights and sudden, clawed boardings when they tried to skip payment.
A Quaybinder is roughly the size of a large hound to a human—about 6 feet from snout to tail tip, standing at hip height of 2 1/2 feet. Its head is broad and flattened with a hooked, almost beaklike snout; a row of small bony crests runs from the skull down the spine to a long, whip-thin tail tipped with a keratinous hook. Scales are overlapping, oily, and mottled river-brown and slate, with iridescent, algae-streaked edges that glint when wet. Webbing between its foreclaws shows as thin translucent membranes; its limbs are muscular for sudden lunges, and its belly bears pale, armor-like scutes darkened by barnacle scars. Around the neck and shoulders, faint rings—remnants of loops and ropes from centuries of seized cargo—form a decorative but functional collar of hardened skin.
