Ledger of Quiet Accord

the tea-house where vows are whispered between thrones

You step through a doorway of woven starlight and low, warm air. Lanterns of spun glass hang like captive moons; the floor is a checker of polished obsidian and ivory, warmed by unseen hearth-runes. The room is divided into curtained booths—tall, narrow alcoves lined in velvet where only a slice of table shows—each lit by a single floating teardrop of light. Conversation is soft and deliberate: measured angelic vowels, clipped infernal consonants, the clink of delicate porcelain. Servitors in neutral grey livery glide between booths bearing trays of steam and petals; the scent of bergamot and brimstone hangs together like a promise. On the wall, a map of interplanar ley-lines is studded with brass pins: a subtle reminder that agreements here are meant to be binding.

Over the door

A lacquered brass tablet suspended by three silver chains; a blindfolded hand sketches a circle and a dagger within it. The brass is burnished to a mirror sheen and the engraving is crisp, no lettering—only the emblem.

The keeper

Mael Vire

Aasimar

Manner

Mael runs the Ledger with the unflappable calm of someone who has witnessed treaties form and fail; they are courteous to a fault and enforces the house rules with a polite, immovable smile. They treats every guest as both sacred and suspect, mediating disputes with the softest, most persuasive tone until tempers cool or arrangements are signed.

Quirk

Mael keeps a tiny silver quill behind their ear and doodles sigils on napkins while listening.

Stats

Use the Noble stat block; AC 12 (fine robes), spellcasting: detect thoughts once per day, keeps a concealed stiletto and a quill that doubles as a poison-dart in a sleeve
House special

Concord's Draught

15 gp

A warm, opalescent infusion served in a silver-spouted cup; it quiets tempers and sharpens memory for one hour—each sip grants advantage on Charisma (Persuasion) checks during negotiation but leaves the drinker with a faint compulsion to honor bargains for 24 hours.

Tamm · barmaid

A thin, hairless tiefling who balances five teacups and two oaths without spilling a drop.

Sora of Runes · hostess

A calm kenku who reads and records the exact terms of informal bargains into a slate at the door.

Regulars

Harres-Il

A minor archon who buys jasmine and time; he wants a loophole discovered in an old heavenly charter.

Vek'zir

A silver-tongued cambion broker who seeks the ledger's copy of a pact that would let him reopen a sealed gate.

Grelk the Cutter

A retired planar smuggler who hears rumors like currency and is willing to trade them for coin or a good story.

Rumours
  1. 1

A missing page from the Ledger—called the 'Clause of Echoes'—was sold to a collector in the astral market called the Gilded Eye.

  2. 2

An old treaty stone beneath the Fountain of Amber in the city of Virespire will annul a pact if broken; a scholar named Lotte Kurn seeks hands to retrieve it.

  3. 3

Vek'zir's new client, the merchant Eshrel Vox, claims he can open a minor gate to the 'City of Threads' if someone furnishes a bell from the lower spire.

Look out for
Curtained private booths: conversations within are muffled and a single rune can be purchased to legally bind spoken oaths for an hour. The Ledger Wall: a pinned chart of current bargains—offers for hire, contested pacts, and who owes what in favors—open for patrons to study.
