Eflah
Black Network Mistress
Eflah moves like a shadow made flesh: quicksilver steps, a smile like a closed blade, and a rain of crimson threads that bind and bleed. She commands an underworld web of thieves and assassins — not with crude threats but with whispered debts and blood-signed contracts — and in combat she is a whirling, patient predator who turns opponents’ speed and trust into shackles of necrotic filament.

Multiattack. Eflah makes three Blacksteel Dagger attacks.
Blacksteel Dagger. Melee or Ranged Weapon Attack: +12 to hit, reach 5 ft. or range 20/60 ft., one target. Hit: 11 (1d8+7) piercing damage plus 11 (3d6) necrotic damage.
Blood Thread (Recharge 5–6). Eflah targets up to two creatures she can see within 60 feet. Each target must succeed on a DC 20 Dexterity saving throw or take 30 (6d8+6) necrotic damage and become restrained by spectral blood-red threads until the end of Eflah's next turn. On a success, the creature takes half the damage and is not restrained.
Uncanny Dodge. When an attacker that Eflah can see hits her with an attack, she halves the attack's damage against her.
Born in the alleys beneath the glassquarter of Veym, Eflah rose from a pickpocket's life to the apex of the region's clandestine networks by mastering two arts simultaneously: secrecy and the sanguine mysteries learned from a small cabal of blood-mancers called the Hemalect. The Hemalect taught her how to weave living threads of necrotic vitae that answer to her will; in return she offered the cabal protection and a steady flow of secrets gleaned from the city’s elite. Over decades she replaced rival fences and guild lieutenants with agents bound by blood contracts she crafted and enforced from the shadowed balconies of the Nightlock Exchange. Places that track arcane crime — notably the scholar-collector Keth Remiss of the Archive of Quiet Names and the investigative cell called the Gilded Lantern — have documented encounters where victims describe 'threads that taste of old wounds' or an unseen hand that pulls them to their doom. Eflah is rumored to keep a ledger of favors written in her own dried blood; those who seek to topple her find that killing her lieutenants simply tightens the net, and that the Mistress always seems to appear at the precise moment a debtor attempts to flee.
Eflah is a lithe, elven-featured woman of ambiguous age with jet-black hair cropped close and streaked with a single white lock. She favors fitted black leather studded with thin plates of a dark, glassy metal she calls blacksteel. Across her arms and torso faint, vein-like scars pulse with a slow crimson light when she channels her power; from her fingertips trail near-invisible threads of blood-red filigree that shimmer in dim light. Her eyes are a honeyed gold that narrow to cold points when she calculates an angle of attack. She carries a braided bandolier of short black daggers (each blade nicked with tiny runes) and a compact, hooded cloak that swallows silhouette. Scale reference: she stands just under a doorway lintel and is noticeably more compact and angular than a human adult; her threads are thin as sewing silk but visibly clinging to armor and cloaks when rendered at 1:1 scale.
