Cinder and Oars
the waystation on the beneath-river
You climb down a slick flight of stone steps and the river's breath meets you first: a wet, metallic smell undercut with smoke and fear. The common room is built into the tunnel's bulge where the subterranean current flows closest — low ceiling, racks of pilfered nets, and a dozen warped oars lashed to the walls as both decoration and weapon racks. Light is a smear of tallow and stolen phosphors; shadows eat the corners. The crowd is all angles and knives: riverfolk with water-stiff hair, coal-blackened boatmen, and courier mercs checking the mouths of their sacks. Conversation is tight and quick; everyone watches the doorway and the ripple of the dark water beneath the tavern's floor, where small skiffs tie up under the eaves.
A rust-stained iron ring hangs over the carved stone doorway; hammered into it is a soot-darkened paddle crossed with a broken lantern. The paint is flaking and the iron smells faintly of river rot; no words, only the image.

Stats
Oar-Black Swill
5 cpA two-fisted mug of thick ale with a slug of singed root; it warms the bones and dulls fear for an hour, granting advantage on Intimidation checks made while drunk but imposing disadvantage on Dexterity checks until sober.
Squalid (5e lifestyle: about 1 sp a day)
Kobek · barmaid
A squat half-orc who moves like a bilge rat, pouring ale with one hand and checking pockets with the other.
Juli the Tinker · bouncer
A wiry gnome with a clockwork brace on one arm; he keeps the door keyed and the river stairs so no one boards a skiff without paying.
Old Brice
A blind ex-boat captain who can hear the current like a map and will trade route secrets for a meal and a story.
Calan of the Locks
A pale-faced lockwright who sleeps in the rafters and is always asking about strange valves and sealed chambers downstream.
Neth the Courier
A quick-fingered halfling who claims to run contraband between waystations and knows when coin is on the river.
1
The drowned cult of Vess marked three old locks downstream; Calan says one lock thrums at night and the water sings a voice that calls names.
2
A masked client named 'Grey Knot' promised Marnic five gold pieces a tide for a sealed crate — but a courier, Neth, claims the crate's key was stolen by a sluice warden near Lock Three.
3
Old Brice keeps muttering about a submerged door beneath the tavern's floorboards that opens only when the river runs black; he says something with claws lives behind it and won't let boatmen pass.
