Lawful Evil
Pietrik Azure
Imperial Inquisitor
A blade in a spotless uniform and a smile that never reaches his eyes, Pietrik Azure moves through Somador like a winter wind: cold, organized, and utterly relentless. He carries the weight of the city’s law in one gloved hand and the Emperor’s whispered doubts in the other, using arcane ritual and judicial ruthlessness to root out every scrap of fey influence. When he arrives, lanterns dim and children hide the song; what terrifies citizens most is not his sword but the certainty that he knows exactly who you care about and how to turn that care into your ruin.

Multiattack. Pietrik makes two melee attacks or one melee attack and uses Wrathful Summons.
Arming Sword. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 12 (1d8+8) slashing damage, or 13 (1d10+8) slashing damage if wielded two-handed.
Wrathful Summons (Recharge 5-6). Pietrik thrusts his rod and whispers a condemnatory litany. Each creature of his choice in a 30-foot cone must succeed on a DC 16 Wisdom saving throw or take 27 (6d8) radiant damage and be frightened for 1 minute. A frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. Fey creatures that fail the save take the radiant damage plus an additional 18 (4d8) radiant damage and are paralyzed until the end of their next turn.
Silencing Gavel. Ranged Spell Attack: +8 to hit, range 60 ft., one target. Hit: 18 (4d8) psychic damage and the target is unable to speak or cast spells with verbal components until the start of Pietrik's next turn. The target may repeat a DC 16 Wisdom save at the end of each of its turns, ending the effect on a success.
Marked for Inquiry (Recharge 6). Pietrik touches a creature and brands it with a faint blue sigil. The mark lasts 24 hours. While marked, the target has disadvantage on saving throws against Pietrik's Wrathful Summons and Silencing Gavel, and Pietrik knows the marked creature's general direction (but not exact location) as long as he is on the same plane. A Remove Curse or similar magic ends the mark.
Swift Arrest. When a creature ends its turn within 5 feet of Pietrik and deals damage to him, Pietrik makes one Arming Sword attack against that creature.
The creature can take 3 legendary actions per round, choosing from the options below.
Detect. Pietrik makes a Wisdom (Perception) check.
Commanding Word. Pietrik issues a terse command. One ally within 30 feet that can hear him can use its reaction to make one weapon attack or Dash.
Imperial Strike. Pietrik makes one Arming Sword attack.
Pietrik rose from a stern provincial garrison to become Constable of Somador through a mixture of brutal efficiency, uncanny luck, and an intrigue network known as the Blue Ledger. The Ledger is a cabal of clerks, jailers, and informers who keep dossiers on every guildmaster and hedge-witch in the capital; Pietrik reads those dossiers like scripture. Rumors claim he once brokered a bargain with a scholar of the Emperor’s court, Archivist Murren of the Ivory Annex, to obtain rites that reveal fey corruption in blood and breath. Where Murren's tomes stop, Pietrik's inquisitors act. The populace whispers of recent excesses: children snatched from riverside glades, wedding songs cut short, a row of hedgerow folk arrested for 'association.' Many suspect Pietrik seeks more than purity — some believe he leans on the Emperor to clear obstacles to a private ambition, perhaps control of the Imperial Watch or the succession of a favorite. The Silver Thorns (a clandestine circle of fey sympathizers) maintain that the Constable bears a curse: a pale blue sigil floats beneath his collarbone and tightens with every act of betrayal against a fey-aligned soul. Scholars such as Lady Hestyn Vaire of the Collegium Vitae have tried to expose Pietrik; several of her papers vanished, and a junior researcher who spoke with her now refuses to speak at all.
Tall and lean, Pietrik wears custom-fitted plate and a deep-blue surcoat embroidered with the stylized scales of Somadoria. His hair is iron-grey, cropped close; a narrow scar runs from the corner of his left eye down to the jaw. His eyes are a striking, unnerving aquamarine that seems to glint like polished glass in torchlight. The pale blue sigil beneath his collarbone—visible when his collar loosens—is a looping rune that appears almost like frost upon skin. He favors a long, well-balanced arming sword capped with a pommel shaped like a closed eye and a short, blackened rod studded with crystal vials (used for his rituals). His gauntleted hands are always immaculate, the right hand often resting on the hilt of his sword while the left fingers toy with a small notebook of names. Textures: burnished steel, fine wool, leather scuffs on boots, the faint shimmer of ritual chalk on his cuffs. Scale: human-sized; portray him standing in a narrow city street with a commoner woman cowering behind a stall for scale.
