Inquisitor Veyruun
Imperial Executor
Inquisitor Veyruun moves like the sentence itself: efficient, implacable, and carved from authority. Clad in polished cuirass and a mask of narrow slits, she interrogates a town or battlefield with the same emotionless method — hunt perceived dissent, gather proof, and execute Imperial law without sympathy. Her presence bends crowds into silence; her agents speak her name in whispers because to be noticed by Veyruun is to have your life rearranged by edict and iron.

Multiattack. Veyruun makes two melee attacks with her longsword or one melee attack with her longsword and one ranged attack with her repeating crossbow.
Longsword. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (1d10+6) slashing damage, or 9 (1d8+6) slashing damage if used with one hand.
Repeating Crossbow. Ranged Weapon Attack: +8 to hit, range 80/320 ft., one target. Hit: 12 (2d6+5) piercing damage.
Imperial Edict (Recharge 5-6). Veyruun slams her ledger open and pronounces an edict in a ringing voice. Each creature of her choice that she can see within 30 feet must succeed on a DC 16 Wisdom saving throw or be restrained by spectral paperwork for 1 minute. A restrained creature can repeat the saving throw at the end of each of its turns, ending the effect on a success. While restrained by Imperial Edict a creature takes 18 (4d8) psychic damage at the start of its turn as the edict's sentences press into its mind. Creatures that succeed on the save take half the psychic damage and are not restrained.
Parry. Veyruun adds 4 to her AC against one melee attack that would hit her. To do so she must see the attacker and be wielding her longsword.
The creature can take 3 legendary actions per round, choosing from the options below.
Swift Strike. Veyruun makes one longsword attack.
Commanding Presence. Veyruun targets one creature she can see within 30 feet. The target must succeed on a DC 16 Charisma saving throw or have disadvantage on attack rolls until the end of its next turn as her decree unnerves them.
Veyruun is one of the Constable Pietrik Azure's most trusted executors, dispatched across the Emperor Somador's territories to enforce compliance, collect tithes, and root out sedition. Trained in the Harrowing Halls of the Pale Registry, she learned to conflate paperwork with punishment: every ledger entry can become a warrant, every witness statement a sentence. Towns that once saw tax collectors now whisper of sudden arrests at dawn, of entire guildmasters disappearing overnight to be tried by Veyruun under imperial writ. Scholars who study Imperial bureaucracy — notably Archivist Grenn of the Rillgate School of Administrative History — note that Veyruun's cruelty is not caprice but method. She treats unrest as a problem to be solved with durable, replicable procedures; her detachments leave behind stamped forms, confiscated seals, and training manuals instructing local constables on 'efficient adjudication.' Legendary among dissident cells is the tale of the Candlewright Quarter, where a hundred citizens were marched through a single compact hearing and two officers left with the Empire's blessing and one with a brand and exile. Factions such as the Free Loom and the Riverward Coterie now place bounties on the records she keeps: the lists of names that, when found in her black ledger, mean a swift and unappealable fate.
Veyruun is a woman of middling height whose posture suggests both training and an uncompromising backbone. She wears a fitted breastplate darkened to dull mirror sheen, segmented pauldrons, and a long, ink-black coat split at the back for movement; the coat's inner lining bears the embroidered seal of Somador in muted thread. Her face is hidden behind a narrow metal mask with two horizontal slits and a small breathing grille; when the mask is raised the skin beneath is pallid and scarred with thin, pale lines like calligraphy. Her left gauntlet has a small built-in inkwell and quill set; her right hand grips a heavy longsword with an inscribed pommel and a compact repeating crossbow slung at her hip. Small pouches, rolled scroll tubes, and a black leather ledger hang from her belt. Her boots are scuffed from road dust; her cloak bears a faint smear of ash from execution pyres. Scale reference: stands roughly the height of an average human; pictured beside a standard doorway her silhouette fills the frame with cold, upright menace.
