Three Wet Brims
the sailors' alehouse where drowned men's hats hang in the rafters
Salt and smoke curl together beneath low beams; the rafters are a cathedral of hats—moth-eaten caps, tarred beanies, a captain's tricorne with a water-stained plume—each pinned up with a length of seaweed. Lantern light wobbles across faces puckered by wind and worry, while a slow drip from a plank above marks time like a distant tide. Conversations fall to murmurs when a new patron enters, as if the hats themselves are listening: sailors stroke hems and whisper names, and the ale tastes of iron and old brine. There is a chill that doesn't belong to the air, a faint salt-breathed humming you notice only when you stand very still.
A salt-stiff wooden plank bearing three nailed, water-bleached caps carved in shallow relief; the paint is flaked away and a single rusted ring of a ship's rivet hangs below like an eye

Bailer’s Whisper
4 cpA chalky porter brewed with a pinch of ground kelp and anise: the first sip cools the throat, and for a minute the drinker hears a soft tolling as if from deep water; for the next hour they gain advantage on checks to recall names, faces, or local ship lore but suffer a -1 penalty to Wisdom (Perception) checks as the drowned whispers distract them.
Poor (5e lifestyle: about 2 sp a day)
Kettel · barmaid
A tattooed halfling who moves through the tables like tidewater, balancing mugs and ears with a quick joke and a quicker eye for pockets.
Hobri · cook
A grizzled dwarf who swears his stew has never seen fresh water and guards the pot like a chest of charts.
Murk Redd
A scar-faced diver who claims he's hunted the Harrowing Bell and who wants a crew bold enough to fetch the bell for a cut of the salvage.
Nell of the Quay
A woman who delivers ships' manifests and is quietly hunting a missing manifest that mentions a sealed chest taken from the wreck of the Harrowing Bell.
Old Joss
A retired harbor-master who hums the bell's supposed toll in his sleep and remembers a name written in the captain's log Garr keeps hidden.
1
The wreck called the Harrowing Bell sank beneath Lantern Quay; a diver (Murk Redd) says the ship's bell still rings at low tide and binds the souls of the drowned.
2
Nell of the Quay says a sealed manifest was taken from a recently salvaged dinghy; it lists a boxed reliquary marked with the sigil of a chapel in Greyford Reach (a nearby coastal village).
3
Old Joss whispers that a smuggler named 'Calben Rope' sold an iron ring with a ship's mark to Garr years ago—the ring matches a notch drawn in the hidden captain's log.
