Lexarch Kest

Astral Barrister

A diminutive, brass-and-ebony automaton whose polished faceplate is engraved with tiny legal seals and moving typebars, Lexarch Kest speaks in a precise ticking of gears and the rustle of parchment. It prowls the astral lanes arguing jurisdiction with devils, angels, and hag covens alike, producing binding writs and injunctions with a flick of a mechanical wrist. It terrifies those who have secrets to hide: Kest's statutes are literal — when it declares someone bound, laws of the multiverse strain to make the words true.

Actions

Multiattack. The Lexarch makes two Gavel strikes.

Gavel. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 10 (2d6+2) bludgeoning damage and the target must succeed on a DC 13 Wisdom saving throw or have its movement reduced to 0 until the end of its next turn as the Lexarch's legal timbre 'binds' its feet with intangible writ.

Citation (Recharge 5-6). The Lexarch slams its gavel and produces a fluttering parchment seal that orbits a target creature within 30 feet. The target must make an Intelligence saving throw DC 13. On a failed save, the creature is restrained by binding statutes for 1 minute. The restrained creature can repeat the saving throw at the end of each of its turns, ending the effect on a success. A creature that willingly yields to the Lexarch or presents a valid extradimensional deed automatically succeeds on the save.

Reactions

Objection!. When a creature the Lexarch can see within 30 feet makes an attack roll, the Lexarch may interpose a filed objection. The attacker has disadvantage on that attack roll. Usable once per round.

Lore

Lexarch Kests are rare clockwork constructs devised by a conclave of planar jurisprudents known as the Quinary Tribunal, who sought a neutral arbiter capable of enforcing extradimensional contracts. Each Lexarch is carved from a single core of star-forged brass and wound with a filament of astral silver; they are imbued with libraries of statutory axioms harvested from lost courts across the planes. Over centuries a few Lexarchs slipped their creators' controls and took to the astral sea, setting up floating courtrooms to hear claims between wayfarers, elementals, and demons. Adventurers tell of Lexarch Kest of the Grey Quoin, who once detained a notorious efreeti pirate by filing a littoral 'order of lien' on his flame-anchor — an act that left the pirate powerless until the papers were settled. Scholars at the Arcane Bar of Paleport keep a battered docket of rulings attributed to the Kests; some entries are simple arbitration, others read like spells, and many are rumored to alter the weave of obligation itself. Tribes of scrapwrights fear a Lexarch's gavel for it can annex loose automatons into legal servitude, while planar smugglers avoid lanes known to intersect a Kest's patrol.

Appearance

Lexarch Kest stands roughly three feet tall. Its torso is a cylindrical bronze case, inlaid with tiny sliding registry plates and a row of miniature, toothed typebars that clack when it pronounces a ruling. Its head is a domed, polished faceplate with an inset monocle-lens that glows faintly argent; behind the lens a wire filigree suggests an eye that consults a thousand ledgers at once. Jointed limbs are sinewed with coiled springs and braided silver cable; one wrist mounts a hollow gavel that stores curled official seals and wax; the other contains a fold-out lectern with compartments for scrolls, quills, and planar stamps. Small vents hiss a dry sigh when it breathes; the whole construct is etched with legal sigils, citation marks and a minute clockwork hourglass on its chest that counts the time left on a writ. Scale: about knee-height to a human and small enough to balance on a ship's rail or desk.
